practice performance boosted by salaried GPs?

According to a recent study, practices with salaried GPs have higher quality framework scores than practices with principals only. Does this mean that salaried GPs provide better quality of care?

no, because QoF does not indicate quality of service.  It merely says that GPs have X in place.  You would need to define "quality of care"
